Terms related to reporting

The Pennsylvania Opioid Misuse and Addiction Abatement Trust (“Trust”)
Distributes opioid settlement funds to Pennsylvania Counties and Litigating Subdivisions to be used for remediation and prevention programs.

Remediation Program
A program or strategy that uses opioid settlement funds that aims to abate opioid use and misuse.

Reporting Period
The time frame during which Counties and Litigating Subdivisions are required to report opioid settlement fund expenditures for remediation programs via the reporting tool.

Funds Received
Opioid settlement funds distributed to Counties and Litigating Subdivisions from the Trust.

Exhibit E List of Approved Programs
A list of approved opioid remediation program uses. (link to Exhibit E)

Funds Spent
Funds which have been paid for the purposes of the program.

Funds Committed
Funds that have a signed or awarded contract or memorandum of understanding but not yet spent. Funds spent are not included in this amount.

Approved Remediation Program
A remediation program determined by the Trust’s Board of Trustees at a public meeting to be compliant with Exhibit E.

Non-Compliant Remediation Program
A remediation program determined by the Trust’s Board of Trustees at a public meeting to be non-compliant with Exhibit E. All funds spent/committed for these programs must be repurposed for existing or new programs that are compliant with Exhibit E.

Organization managing the remediation program, as reported in the Reporting Tool.

Remediation Program Category
Categorization of opioid remediation programs developed by the research consortium. The remediation program category is not directly linked to Exhibit E and is not used by the Trust to review remediation programs. Counties and Litigating Subdivisions were asked to select a remediation program category starting with the March 17, 2025 reporting cycle. (Click here for more details)

Target Population
The group of individuals that a remediation program is intended to reach developed by the research consortium. The target population is not directly linked to Exhibit E and is not used by the Trust to review remediation programs. Common terms and acronyms in the substance use disorder space

Drug treatment court
Treatment and rehabilitation programs for criminal offenders.

Safe drug disposal (e.g. Deterra, drug take back)
Ways to dispose of unused or expired prescription drugs.

Evidence-based programs
Programs and interventions that have been tested and approved to be successful in reaching intended outcomes.

Harm reduction
Programs intended to prevent overdoses, improve individual well-being, and provide healthcare resources to those struggling with addiction.

Medication-assisted treatment (MAT)
An integrated therapy approach to treat substance use disorders that combines medication with other therapies to treat substance use disorders. 

Medications for opioid use disorders (MOUD)
A form of treatment for opioid use disorders using medication approved by the Food and Drug Administration.

Naloxone
A medication used to reverse an opioid overdose (brand name Narcan).

Re-entry services
Programs that help transition individuals back into living in the community after living in a correctional facility or substance use treatment facility.

Opioid use disorder (OUD)
Chronic use of opioids that interfere with regular activities and cause impairment.

Substance use disorder (SUD)
Dependency on one or more substances (drugs, alcohol, or medications).

Warm hand-off programs
Programs that transition OUD patients from hospital care after an overdose to recovery and treatment programs.
